Presumably the framework history will be consistent with real history but until the earliest changed event (Coulson not joining SHIELD?) so I'm guessing that Hydra emerged successfully 'from the shadows' and took over the organisation. For them to be public after that, presumably they've taken over the USA and/or the world as well...?
True. I'm wondering how far it goes. Was Cap never created? Was he defeated? Did he become Hydra (like the comics)? Did the Insight program succeed? Did all these people grow up in a Hydra world? Can't wait to see this world actually to see what's happened.

Re: Cap, (& just playing along with the presumed parameters of the simulation), we can be pretty certain that he was created but it might be the case that he was never defrosted. I'd expect Aida/The Darkhold to have a vested interest in keeping the Framework as superhero-free as possible. Since Cap's retrieval takes place within Coulson's SHIELD career, the simplest solution is just to leave him under the ice. (Inhumans are too wrapped up in the personal histories of the SHIELD captives to be dispensed with altogether).
The other possibility with Cap is that he was killed during the revised events of The Winter Soldier/ Turn, Turn, Turn.
The little we've seen suggests that Project Insight was a success from Hydra's point of view. The biggest mystery is the nature of public-Hydra's relationship with the wider world.
