Maybe now it is, but back when TNG was in its first run the Usenet board was loaded with people who couldn't believe how often Picard would surrender. You should have seen the reaction to the original airing of 'Yesterday's Enterprise' when the Klingons call for the Enterprise to surrender and Picard replies, "That'll be the day!".

Admittedly they showed a lot of concerts in the trailer, but I remember more of them putting on plays all the time.

Picard is the only captain who has families aboard ship who benefit from surrender.
