Coulson ran an underground spy organization on American soil.
He regularly hacked military communication channels to talk to Talbot and White House channels to talk to Rosalind.
He stole QuinJets from the Air Force and even kidnapped Talbot.
As far as we know he never left a money trail or a trail of red tape. .
He was able to knock out a satellite station so he could hack the back up, all because he tricked some military generals into building an EMP.
Not to mention, he was able to regularly fly around anywhere in the world right under the military's nose.
Why hasn't the DOD forced Coulson to work with them as a security consultant? He found and exploited security deficiencies in nearly every part of the government, you'd think they'd want him to help them fix those deficiencies.

I assumed CIA or FBI, but then why was he always dealing with Talbot? Even working for homeland security would afford him some independence. It kind of makes no sense. Why is the president even involved? Shouldn't they be a black ops branch of the FBI or a disavowed subcontractor working for the CIA? Anything else is weird.

I have a bit of a problem with the whole reasoning. Coulson is spy. A good one. Sure. And will be helpfull for the CIA, FBI, DOD sure. But he depends on the people working for him. Coulson can't hack. Or create EMP devices. Etc. He needs his top agents and his Fitzsimmons to be able do all this.
He worked with Talbot, because Talbot was tasked to arrest him, along with all other Shield or Hydra agents. And now he is working with him because Talbot because he, Coulson and the president want to find all Inhumans and have them working for them. Shield took over the responsibility of the Advanced Threat Containment Unit.

Shield took over the responsibility of the Advanced Threat Containment Unit. Yeah, I admit that Coulson mainly relies on people working for him. My point is he was the mastermind behind a lot of illegal shenanigans, even if he wasn't the one doing the shenanigans, he was the one behind them. You'd think his skills to just plan the hacking, seizing, commandeering, and sneaking away with military and government stuff and finding exploits in the bureaucracy would make him an asset to the government.

But he can't do these shenanigans if he is working for a department where he doesn't have the same kind of people. And don't forget, they all know how Shield operates. They have all been trained in the same kind of thinking.

They have all been trained in the same kind of thinking. I wonder how true that is. I mean, even when anyone found Coulson without Coulson letting them, they still couldn't catch him. He always got away. Always. To me, that fact alone seems like it should interest them.
