Anyone who would see themselves as special, such as superheroes, would go against the grain. Such a person would either be destroyed or join the resistance. Most would be hunted down and destroyed before they could make the connections to get to safety. Which is why I don't think we'll see many heroes in the framework. It's also an interesting take on something similar to the Accords, and shows how it can be misused and make inhumans hunted individuals with very little rights.

Well, some heroes may not even exist/be around anymore-- not necessarily just a case of morals being flipflopped. I mean - take Cap for example. One of the reasons he was found was because Coulson (and Fury's right hand man) was the main one pushing to try and figure out what happened to him (this comes from the official Avengers prelude/tie-in comic "Fury's Big Week"). With Coulson not part of SHIELD, you don't have that push, Cap may never be found (especially once Hydra took over). There may be similar things with the other heroes. Look at how many super hero lives Coulson touched as an Agent of SHIELD. When you take even just him away??
