The TNG fan in me says Dr. Crusher but the realist in me says Phlox.
I liked Beverly but she didn't get that many chances to show that she was actually a 'doctor'. But that was more of the fault of the writers than Gates McFadden or the character herself.
Phlox didn't have the benefit of advanced tech and seemed to actually be a doctor in the sense that he could make his own medicine and cures, and that was even for a crew who weren't the same species as him.
Also, I honestly don't know that much about Bashir or the Doctor.

Now there's an easy one! Julian Bashir, my favourite Star Trek character of the whole bunch! I loved how optimistic and bright-eyed the character was, especially in the somewhat more dark and dreary context of DS9. His friendships (one might say bromances ) with O'Brien and Garak were among my absolute highlights of the show, and his crush on Dax was just adorable. I still get excited whenever I see the actor in anything these days, like in the last season of Game of Thrones. He seems to be one of the sadly too few Star Trek actors who were able to maintain a steady career afterwards. Second place goes to the holo doc, no question. Beverly was cool, but I never cared that much about her tbh. McCoy was great, going by the movies, but I've honestly seen too little of the TV show to really judge him fairly. Phlox is dead last for me, although maybe before Pulaski.

Leonard McCoy with the Holodoc and Julian tied for second. I'm not quite old enough to remember TOS as it first ran but my childhood was spent with the reruns. We watched them often enough that I can tell you which episode is on after about ten seconds of viewing. Bones squabbling with Spock and his ability to stand up to Kirk were some of the most memorable scenes in the show.

McCoy for sure, but I loved Dr. Pulaski. She had a lot more personality than Crusher.

I could live the rest of my life without seeing another scene with Bashir in it. And be happier for it I'm almost betting that you probably liked Dr. Gaius Baltar in Battlestar Galactica, too. And for me he single-handedly nearly ruined the entire show.

Basically his entire storyline centered around what a self-serving twat he was who only ever cared about saving his own skin. Meanwhile Julian constantly put his life on the line for the rest of the crew, almost got himself killed once while trying to free the Jem'Hadar from their ketracel-white reliance (thereby potentially robbing the Dominion of their army!), dedicated months of his life to curing an entire planet from a Dominion-inflicted disease and prevented O'Brien from committing suicide when he was suffering from the memories of a decades-long prison sentence that had been put into his head. And that's just the stuff I remember off the top of my head!

As to mixing up Bashir and Balthar, I suppose that has more to do with the actors than the characters.
