I've always liked the idea of a Widow solo film and certainly the most logical story would be one that includes the whole "he made a different call" angle. Include the backstory that shows why she's so attached to Fury (and why others are too, like Hawkeye) and you've got plenty to work with. Maybe even mix in a certain sleepy assassin working out of Russia? Plus another chance to mix in Coulson!
Though another really interesting angle would be to go back further and give it a Hannah vibe of some kind. Could get pretty dark though and I don't think they could go with a CGI'd ScarJo like the snippets in AoU.
